For public trust to be restored in the criminal justice system, the system must be rebuilt to provide access to practices that maintain accountability and serve to reproduce the system. The crisis that many states face in the delivery of forensic services has led to the establishment of forensic science oversight within public safety agencies. Inadequate funding, training, and non-compliance have left many states vulnerable to criticism, dismissal of cases, and wrongful convictions. The government has the responsibility to provide current and reliable forensic services and oversight through public and private, regulated forensic service providers. States can adopt the federal model to implement these best practices and create the scaffolding to maintain and deliver an accountable criminal justice/forensic system. The National Center on Forensics has fostered a systemic model useful in providing training programs and curriculum which will ensure that best practice and accountability is reproduced. This is facilitated through partnerships among the shareholders in full-service state departments of forensic science with a medical examiner function. The institutions of higher education, both public and private, with affiliate medical and law schools can provide the training components for the work force. Partnerships with the statewide district attorneys associations will provide the application of learning through internship experiences and job placement. The purpose is to provide medico-legal learning opportunities for students to train as deputy medical examiners/coroners in under served rural areas, provide forensic science and legal training to district attorneys, judges, and law enforcement; and to develop opportunities among the designated partners and shareholders to benefit current and future practitioners in the field.
